The government sought feedback to decide the conditions of manufacturing and service sectors
In order to set standards for employee behavior and service conditions, the Ministry of Labor and Employment has sought feedback from the parties on the draft model standing order of manufacturing, mining and service sectors. The Ministry said in a statement on Saturday that three drafts for the three sectors have been published in the official gazette on 31 December 2020 under Section 29 of the Industrial Relations Code -2020. The parties have been given 30 days to file a suggestion or objection.
According to the statement, keeping in mind the needs of the services sector, a separate model standing order has been prepared for the services sector for the first time. Labor Minister Santosh Gangwar said that these model standing orders will create a land of cohesion in the industry of the country, as it has a provision to formalize service-related matters in a cooperative manner.
Use of IT to inform employees is encouraged
In all three model standing orders, companies have been encouraged to use information technology to convey information to their employees in an electronic mode. Engaging in unauthorized access to any IT system, employer, or customer’s computer network to protect the IT industry is considered misconduct.
The concept of work from home has been formalized for the service sector
The concept of work from home has been formalized in the model standing order for the service sector. The draft order issued for the services sector states that in the case of the IT sector, the working hours will be as per the agreement or the terms of appointment between the employer and the employees. The definition of indiscipline habit has been fixed in the draft. According to this, if the employee is guilty of any misconduct 3-4 times in the last 12 months, then only he will be deemed to have a habit of indiscipline.
Proposal to provide rail travel facility to employees of the entire mining sector
According to the draft, rail travel facility has been provided to the employees of the entire mining sector. At present, this facility is available only to workers working in coal mines. The Ministry said that uniformity has been maintained in all the three draft orders, although some flexibility has also been kept in view of the needs of the sector. It will be applicable to all other units of the industrial establishment which accepts the model standing order, irrespective of the unit.
