The reactions will appear in a small dialog below the chat bubble. Everyone involved in the conversation will be able to see these reactions. This feature is still in development. Due to this, users have not been able to spot it even on the latest beta build. According to WABetaInfo, WhatsApp is also working on a new design of the chat bubble for iOS. It has already been implemented for Android beta users. Now it is also likely to come to iOS users.
